18650 versus 21700 flashlight systems
The two labels describe cylindrical cell families. Their published dimensions tell a useful first story.

Treat the family code as a starting point
The labels 18650 and 21700 identify cylindrical cell families. They are useful shorthand, but the name is not an exact measurement for every finished cell.
The cited bare Molicel examples reach 18.6 × 65.2 mm for 18650 and 21.55 × 70.15 mm for 21700. Those are exact examples, not universal limits for every product carrying the same family code.
Protection changes the physical package
The protected examples on this page are both larger than the corresponding bare examples. The cited protected 18650 reaches 19.1 × 69.2 mm, while the protected 21700 example is 21.9 × 75 mm.
That difference belongs in the buying decision because a device can name a cell family without accepting every protected or charging-equipped version of that family.
Confirm the light and charger separately
A flashlight manual establishes the permitted battery system for that exact model. A charger manual establishes the cells and lengths its bays support.
Check both records before buying a cell. A designation or similar diameter cannot prove the electrical requirements, terminal style or finished length will match.
